Below is the same roll call we maintain alongside the MEHKO community list for California. Cities and counties turn programs on, pause them, or change rules—always confirm with the environmental health agency that actually issues your permit.

Some cities operate their own environmental health departments even within a county program. For example, Los Angeles County notes that Pasadena, Long Beach, and Vernon are excluded from the LA County program.

Outside California, laws use different names and scopes (sometimes “microenterprise home kitchens,” sometimes broader cottage-food updates). The rows below link to official sources we know of—not endorsements and not legal advice. Status can change with every legislative session.

Washington State (United States)

Senate Bill 5605 (2025–26 regular session) concerns authorizing and permitting microenterprise home kitchen operations. Funding, committee action, and effective dates can change—use the legislature’s bill page for the latest status.
